Nel corso della seconda conferenza dei Paesi donatori della Siria che si è tenuta a Kuwait City lo scorso 15 gennaio, è stato stabilito che l’Italia offrirà nuovi aiuti per 38 milioni di euro per affrontare l’emergenza umanitaria in Siria. I nuovi fondi rappresentano un aumento del 70 per cento rispetto a quanto stanziato in occasione della conferenza del 2013, e collocano l’Italia come terzo donatore europeo alle spalle di Gran Bretagna e Germania. E’ uno sforzo molto importante, che ci rende protagonisti anche in termini quantitativi nell’impegno internazionale per fare fronte al conflitto siriano.
L’impegno italiano riguarda gli aiuti all’interno della Siria ma soprattutto si concentra su tre Paesi confinanti che ospitano profughi siriani: la Giordania, il Libano e il Kurdistan iracheno. La generosità dell’Italia, che ha aumentato del 70% il contributo di 22 milioni di euro offerto un anno fa alla prima conferenza dei donatori, si lega anche alla necessità di favorire la stabilizzazione di un’area cruciale: nel 2013 due terzi degli sbarchi sulle coste italiane riguardavano persone in fuga da conflitti, quello siriano in testa, nel 2012 invece erano per tre quarti persone in fuga da situazioni di povertà.
Il 3 febbraio a Roma si terrà la conferenza per promuovere la realizzazione di corridoi umanitari, fondamentali per garantire la sopravvivenza delle comunità assediate, a cui parteciperanno una ventina di ministri degli Esteri dai Paesi più coinvolti nella crisi siriana. Esiste tuttavia il rischio che gli sforzi umanitari si possano affievolire se non saranno accompagnati da progressi sul fronte diplomatico per mettere fine alla guerra. Gli aiuti devono essere un traino alla soluzione del conflitto e non fini a loro stessi. C’è ancora moltissimo da fare per lo svolgimento della prossima conferenza di Montreux il 22 gennaio (Ginevra 2), che non è risolutiva di per se’, ma è importante che si tenga per incardinare finalmente un percorso di pace.
Occorre persuadere le organizzazioni dell’opposizione a partecipare e a essere meno frammentate e divise, fatto quest’ultimo che finisce per aiutare il regime.
